Tambuwal Urges Collaboration with Governors, Proposes Tech-Driven Reforms for Land Registration

Chairman of the Senate Committee on Lands, Housing, and Urban Development, Senator Aminu Waziri Tambuwal, CFR, has made far-reaching recommendations to fast-track land administration reforms in Nigeria, while advocating for greater collaboration between federal and state governments.
Speaking at the National Land Registration and Documentation Programme (NLRDP) Workshop/Forum in Abuja, Tambuwal described the programme as a critical intervention that addresses Nigeria’s persistent land registration and documentation challenges.
“The NLRDP comes at a pivotal time,” Tambuwal stated. “Land is the bedrock of economic growth, sustainable development, and social stability, yet inefficiencies, lack of transparency, and land disputes continue to hamper progress.”
Senator Tambuwal, while reaffirming the Senate’s commitment to legislative backing, stressed that waiting for lengthy constitutional reforms such as amendments to the Land Use Act could stall much-needed progress.
He urged stakeholders to deploy interim solutions—such as public-private partnerships and technology-driven models—that can work within the existing legal structures while legislative reforms are underway.
Tambuwal advocated for the immediate adoption of Geographic Information Systems (GIS) and blockchain technology in land registration processes to promote transparency, improve efficiency, and reduce disputes. “Technology is a game-changer and will foster public confidence,” he noted.

The Senator called for the upskilling of officers and the launch of public sensitisation campaigns to educate Nigerians on the benefits of formal land registration.
He stressed the need for a robust framework to track implementation, assess challenges, and ensure timely adjustments.
Tambuwal recommended that the Honourable Minister of Housing and Urban Development engage the Governor’s Forum more extensively. He also proposed that a formal presentation be made at the National Economic Council, which includes the Vice President and all State Governors, to secure subnational buy-in for the success of the NLRDP.
“This programme will not achieve its full potential without the active involvement of state governments, who play a critical role in land administration,” Tambuwal warned.
Commitment to Oversight and Legislative Support
Tambuwal reiterated the Senate Committee’s readiness to provide legislative support, strengthen land administration frameworks, and conduct necessary oversight to ensure accountability.
Call for Collective Action
Commending the Federal Ministry of Housing and Urban Development, the World Bank, and other stakeholders, Tambuwal urged all actors—governors, traditional rulers, federal and state officials, landowners, and private sector partners—to unite in supporting the NLRDP.
“The success of this initiative will enhance land tenure security, stimulate economic growth, and promote social equity,” he concluded.
The event is part of the Federal Government’s broader efforts to modernise land administration and align with President Bola Ahmed Tinubu’s Renewed Hope Agenda, focused on governance reform and sustainable development.
